Karachi: In sheer violation of the supreme court ban on deputation, OPS and despite orders of Sindh high court, the chief secretary Sindh Mr. Asif Hyder Shah and secretary health Mr. Rehan Iqbal Baloch are still trying to retain Prof. Dr. Shahid Rasul back as the executive director of Jinnah Postgraduate Medical Centre (JPMC) by extending his illegal deputation from JSMU, it's learnt on Friday.
With reference to an earlier notification no: SOII(SGA&D)1-180/2021 issued on September 02, 2021 issued by the chief secretary, the services of Dr. Shahid Rasul, Prof of general surgery, Jinnah Sindh Medical University (JSMU), are hereby transferred and placed at the disposal of the health department on deputation basis for a period of three years and posted as executive director Jinnah Postgraduate Medical Centre (JPMC) Karachi relieving Dr. Tariq Mehmood of the look-after charge.
That notifications further mentioned that the remaining lien in respect of Dr. Shahid Rasul, professor of general surgery (BS-21), JSMU retained against the post of Assistant Professor of Surgery (BS-18) in the health department is hereby cancelled/withdrawn. It's also revealed that Dr. Shahid Rasul was in BS-18 in JPMC when he decided to join JSMU to jump to BS-21 as a professor and again came back to JPMC as ED depriving seniority of other faculty members in the hospital, sources told.
Knowing the facts and deputation, the Sindh high court has already suspended the posting order of Prof. Dr. Shahid Rasul as the ED JPMC.
In further continuation of that notification and ignoring the court ban on deputation, the chief secretary Mr. Asif Hyder Shah issued another order in which the deputation period of Prof. Dr. Shahid Rasul was extended till his retirement i.e. 24-06-2026. It was astonishing that despite court orders the chief secretary Sindh Mr. Asif Hyder Shah didn't issue any order to remove him as ED nor the health secretary Mr. Rehan Iqbal Baloch moved any summary for his replacement, sources further told.
Later on media reports, Prof. Dr. Shahid Rasul stopped attending the office of ED, however the chief secretary has posted no one as the executive director JPMC aggravating the administrative crisis in the hospital.
Seeing the worsening situation, the Doctors Association JPMC has shown some courage and held two meetings. The second meeting was presided over by its president Dr. Naeem. Other attendees included doctors action committee members Dr. Nazish Butt, Dr. Naresh Kumar, Dr. Zafar Khan, chairman of one group of YDA Dr. Mehboob Noonari, vice chairman Dr. Mehran Shar, senior leader Dr. Ijaz, president of YDA JPMC Dr. Ammar Danish, president of Mirpurkhas division Dr. Sajan Sarang, president YNA Syed Shahid Iqbal, senior vice president JPMC Zaheer Khan, president APCA Mehmood Alam and secretary general Hassan Pathan.
In its meetings, participants expressed their strong reservations over the deepening administrative crisis in the hospital. They clarified that they are part of the Sindh government and few miscreants were making false propaganda against them, as per its statement.
The meeting demanded the government of Sindh to immediately restore all posts of faculty, nurses and paramedics which were abolished earlier. All vacant posts should be filled through Sindh public service commission, the demanded.
